ECU Flashing plug with wire loop? Is that normal?

Im just checking the plug which I think is used to Flash the ECU with the Akra map which im getting done in a couple of days and noticed a brown/blue wire loop inserted in the end?

Im the second owner. Is this normal for stock or has something been done by the previous owner?
