I would suggest that you DO use them. place them on either side of your PVC spacer. Don't forget to include the thickness of the washers in your overall spacer length.

The previous owner (awesome guy BTW) confirmed that it was Engine Ice in the cooling system. My racing org doesn't allow engine ice, so I'll be switching to distilled water.

I just did mine last night. I set the new spring next to the old spring, and measured the difference. Came out to exactly 3" in my case.
