Does this look like 4000 miles?

I just bought this engine off of eBay for an exorbitant amount of money. The guy claims it has 4,000 miles on it but when I look at the sprockets and they're already have tilted teeth on it it makes me wonder if that could be a counter sprocket with 4,000 miles on it. Also if you look at the cases on the bottom the rtb is squirted out the bottom and it is finally peeling off in a strip I don't know if the case has been opened or if they come like that from the factory any body that has lots of experience with these engines on welcome to chime in. I'm not looking for assumptions I'm looking for someone that knows these engines in and out and can tell me if that counter sprocket would look like that at 4,000 miles and if they are TV looks suspicious

Sprocket wear is directly related to how well or poorly the chain is maintained/cleaned etc and not just actual mileage.
