RC 390 Power

The specifications of KTM RC 390 specify engine power as 43 bhp (approx 32 kW) @ 9000 RPM.
1) This power is available at the Engine Flywheel or at the end of the Transmission Shaft?
2) If I want to tune the ECU and measure performance, how much should be the power measuring capacity of the dynamometer?
Need urgent help.

Yes the power of 44 bhp is at crank. at wheel it should be between 33-36 hp.(on dyno)
